In the late 1970s sexual assault attacks were on the rise in Brighton, England. London saw a very similar uptick in crimes against women and child as well. By the autumn of 1978, Brighton and the wider Sussex area were already gripped by fear. Reports in the press asked how many potential sex attackers might be prowling the streets of Sussex during the long, dark nights of that coming winter. Violence against women, sexual assaults, attacks after dark had become urgent public concerns. Then Margaret Frame went missing walking home through Stanmer Park after a work shift. The same day that her remains were found another women nearby, Ann Dubeau was stabbed to death in the kitchen of her home.
